Tomo and Seki agreed to do a "rehearsal practice" on each other so they'll be ready when they get a boyfriend. While they were intimately kissing, Tomo told Seki she doesn't want a boyfriend and she wants to be with her. Surprised with her sudden confession, all Seki could say was "Well, okay then" and they started going out.
Seriously, I think saying things like "practice" or "let's try it" are just an excuse to really get close to the person you like. You just have to cross your fingers and hope it will work out the way you want it to.
